Our Land: Our People: Webster 1939
During the early 1800’s brave men and women spent their lives working for free education for all in support of school tax. There arose a group who pleaded with the public to vote in state after state to support plans for taxes for the schools. Among these men and women were Horace Mann, Henry Barnard, Emma Willard, Mary Lyon, and Frances Wright. They argued in favor of more money for the schools and pointed out that it was the duty of all those who had children and those who were childless to aid in plans that would give every child in America a chance to go to school at the expense of the community and the state.
In the North West we should expect schools to flourish if anywhere! In that region congress set aside a section of land in every township for the support of education, but often the government sold this land or leased it on terms that brought little support for the schools. Generally the schools were free but they were often miserable affairs with little money and poor teaching. The leaders of the Old South scarcely felt the spirit in education. It was not until after the war between the North and the South (Civil War) that the southern people made great progress in the building of tax supported systems of Public Education.
