House Republicans are serious about the need to address our government's out of control spending. The same can't be said for the President and Senate Democrats. For the fourth time, the president's budget is once again late, and the Democrat-controlled Senate has not even passed a budget in nearly four years. In order to get spending under control, budgets are necessary, and the Require a PLAN Act will force the president to balance the budget in ten years or else state when his budget does indeed balance.

In the Weekly Republican Address, Rep. Susan Brooks (R-IN) says the GOP-led “no budget, no pay” effort presents Democrats with “a golden opportunity to confront and solve our spending problem” – if they seize it. The House of Representatives will also vote to require the president to offer a balanced budget that kicks the spending habit. Watch Rep. Brooks and learn more below: MORE FROM THE SPEAKER’S BLOG: “If government spending were what causes economic growth, as the president believes, then the economy today should be booming,” said Speaker Boehner after another month of sluggish job growth. Instead of accepting this as the new normal, “we need to work together to grow our economy, address our debt crisis, and expand opportunity for all Americans.” A new survey shows 72 percent of Americans back House Republicans on “no budget, no pay.” Another survey found the same number of respondents – 72 percent – say “reducing the budget deficit should be a top priority, up 19 points from four years ago.” Coincidentally, it’s been nearly four years since Senate Democrats last passed a budget. “A budget matters to Americans who can’t afford to see their taxes go up or lose the jobs that would be destroyed in the process,” said Rep. Brooks. “A budget matters to people who worry about protecting and saving critical programs like Medicare and Social Security. A budget matters to younger workers who fear more and more money will be taken from their paychecks to fund another generation’s spending spree.” The House will also vote to require President Obama to submit a balanced budget. “We are giving the president a chance to kick his habit of submitting budgets that spend, tax, and borrow too much,” said Speaker Boehner. “Given that the president’s budget will be late, it may as well be right.” President Obama has submitted his budget late four out of five times. “Republicans want to replace the president’s ‘sequester’ … with better, thoughtful, common-sense cuts and reforms,” says Rep. Brooks. The White House proposed and insisted on the ‘sequester’ in the 2011 debt limit deal. House Republicans have voted to replace it – twice – but Democrats haven’t taken action or offered a replacement plan of their own. The House Small Business Committee launched “Small Biz Reg Watch” last week. Small Biz Reg Watch will highlight pending regulations and give small business owners the chance to speak out against excessive rules and red tape that make it harder to hire new workers. “The House has doubled down on its pledge to keep innovating,” said the Sunlight Foundation about the latest open government initiative: an expanded docs.House.gov. Speaker Boehner says the site “makes it even easier for Americans to follow and engage in the legislative process.” Speaker Boehner thanked parents and grassroots leaders who are working to expand school choice initiatives. “Millions of children are denied access to great schools, denying them access to their own American Dream,” said the Speaker. “Parents should be empowered to select the best learning environment for their children.” Watch Boehner here.

House Republicans have proposed a plan to avert the coming fiscal cliff. If the president does not agree with that proposal, he has an obligation to submit a plan of his own that can pass both houses of Congress. House Republicans are willing and ready to work with the president to avoid this crisis.
