In Senator George V. Hansen’s book (1984) “To Harrass our People” he says this about the 16th Amendment of 1916: “United States citizens are outraged by any agency of the government that tramples on the Constitution in order to provide smooth sailing for their functionaries! --- For the henchmen of the Internal Revenue Service!--- It has not always been this way.
There was no income tax in the United States until after the passing of the 16th Amendment in 1916. For the next 26 years or so, until 1943 income taxes in our country was limited to the very wealthy and upper middle class. for example, in 1920 only 12% of the adult population paid income tax. By 1940 percentage had doubled but even so, only 25% of citizens were on tax roll.
During these years income taxes were not withheld from wages but were paid at the end of the year. (then March 15th) on income earned from the previous year. The citizen figured his own taxes paid quarterly but on all income which rarely exceeded 10% of his gross income and made out a check to the government.
The system was simple and for all practical purposes voluntary. the Social Security Act in 1935 provided the first truly mandatory levy on US citizens incomes. Even though this was not strictly speaking an “income tax” it paved the way for the increasingly draconian laws which would follow.
