From voluntary tax to mandatory the Social Security Act passed in 1935 provided the first truly mandatory levy in US citizens incomes paving the way for the mandatory laws which would follow. In 1943 congress passed the current Tax Payment Act which brought into being the “withholding tax” (income taxes withheld by tax payers’ employers) and the “estimated tax” (a tax paid quarterly on all incomes which is not wages.
Now both of these taxes are mandatory and the law stipulates severe penalties for failures to comply! After 1943 America’s voluntary tax was no more! As a result of the application of these laws approximately 57% of the adults in United states paid income taxes in 1950 and by 1960 the figure reached 67%. Best estimates indicate that 75% of American citizens presently pay income tax. Furthermore, United states citizens now render approximately 25% of total earnings to the Internal Revenue Service.
In fact, taxes in all forms eat up about 34% of and American’s paycheck. As the percentage of tax payers and the percentage of income taken from these tax payers mushroomed so did the powers of the agency charged with tax collection. For instance, in 1955 the IRS used 50,000 employees and spent 278 million to collect what amounts to $400 from each man, woman, and child in the United States. By 1979 the IRS had well over 87,000 employees and expended over 2 billion to collect an average of $2,083 from every single person in America.
Even more shocking in 1979 1.25 billion IRS appropriations were budgeted to programs to enforce collections, procedures to audit, investigate, and prosecute. In other words, for the purpose of harassing and intimidating U.S. taxpayers! Little wonder that Americans are fed up with this runaway bureaucracy. These figures are taken from the annual reports of the commissioner of the IRS for the fiscal year of 1979.
