Daily Bites of our Christian Heritage
UN Conference at San Francisco.

This conference was called to meet on April 15,1945 to prepare the Charter for the New World Organization along the lines proposed at Dumbarton in Washington DC. The countries invited to the San Francisco Conference were the countries who signed the Declaration of United Nations and declared war on Germany or Japan by March 31,1945. 

Another phase of development was achieved when a committee of jurists from 44 countries met in Washington DC April 9 to 20,1945 and prepared a draft statute for international court of Justice. The most controversial question was concerning the Yalta voting formula. On the one hand it was urged that the unanimity of the Great Powers was essential to world peace. On the other hand it was mentioned that the present formula provided not for the unanimity of the Great Powers but for the veto of one Power. 

In an effort to clarify how the formula would work the four governments issued an explanatory statement with which France concurred. This provided that no power should have the right to block any discussion by the Security Council. The Charter was signed by representatives of 50 nations at San Francisco on June 26,1945. It came into force according to its terms on October 24,1945 when it had been ratified by five permanent members of the Security Council, China, France, UK, USSR and US and the majority of other members. After it was ratified the first session of the General Assembly convened in London on January 10,1946.
