Ok, so this maybe a huge conspiracy theory but there are many many many people reporting about this day. Apparently, FEMA is preparing for a "natural disaster" and requests the help of Russian military troops to help with riot control? Wtf?

On the DHS website three programs begin on Oct. 1 2103 that all have something to do with CBRNE attack and disaster relief management. I can't find out where though.

  • Program C: Capabilities, Planning and Response Actions for All Hazards (IC):
    provides management-level responders with knowledge of how decisions made by responders from various disciplines can impact the handling of a chemical, biological, radiological, nuclear, or explosive (CBRNE) incident. 
  • Program E: Hazard Assessment and Response Management for CBRNE Incidents (HARM): challenges individuals assembled from different disciplines and geographic areas to apply their operational knowledge in support of a HAZMAT team responding to a chemical, biological, radiological, nuclear, or explosive (CBRNE) incident. 
  • Program N: The Standardized Awareness Authorized Training Program, Train-the-Trainer (SAAT): provides trainers the essential course materials on Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) hazards CBRNE prevention and deterrence methods, and Emergency Response Guidebook (ERG) utilities
