#13 Excerpts from Official Transcripts:In the matter of proposed regulations to implement the Protection of Pupil rights Amendment Section 439 of the GEPA also known as the Hatch Amendment. these transcripts took place March 13,1984, before the Department of Education in Seattle, Washington, the first city of seven cities to continue for seven days. Archie Brooks spoke for an Oregon couple to testify in Seattle. In October of 1982 a group of Lincoln County parents discovered their children returning home from school in a greatly agitated manner on certain evenings.
Upon a closer investigation parents discovered the students were most stressful on the days the guidance counselor was in the classrooms. As parents became more concerned they investigated the Guidance Counseling program through questioning their children. they discovered a number of interesting points. The parents did not know their children were even in a Guidance Counseling Program. the parents did not know what a Guidance Counseling Program consisted of and were not sure they had given their children permission to be in the Preventive Guidance Counseling class. the questions often used by the teachers were personal, probing questions dealing with personal feelings, values, and private family matters.
Most children interviewed were bored with the class but they went along with it because they felt compelled. The principal confessed to having no knowledge as to what the Guidance Counselor was doing. Children had been threatened with a disciplinary action if they did not cooperate. The Preventive Guidance Counselor Program was in all grade schools in North Lincoln County, Oregon, using the same counselor and the same material. The Oregon State standards and guidelines show that instructors may utilize only commercially prepared materials and use only activities which have been reviewed and approved by the principal and school districts.
As parents at Delake School educated themselves in the matter they found that the permission slip they had at enrollment at the beginning of the year to be a single page all inclusive permission slip covering 5 areas. 1) speech therapy 2) fluoride treatments 3) participation in field trips 4) have pictures in papers 5) guidance counseling--- there was no explanation of what the procedure was and no description of the class. Most parents did not know counseling was on an individual basis.
Parents became aware that students who did not have permission would have to leave the classrooms during the sessions and wait in the library. Having to leave made these students also feel uncomfortable.
