PART 1
This is a bill an article of Law and Enacted and Created BY the Citizens Of The United States of American.
The purpose of this bill is to make accountable all government employees elected, contracted or appointed, to stop any and all corruption within the United States government, by organized crime, corporate crime, or a threat to the Constitution and the people of the United States, either by domestic or foreign agents working to destroying this nation !
The purpose of this bill is to ensure without any misunderstanding violating the Constitution of the United States of America, the Declaration of Independence, and the Bill of Rights, through edification of all persons involved in the United States government, be it federal, state, or local government, to be edified on these documents, so that any violation of these documents could not be misconstrued for ignorance !, and would be considered a deliberate act of terrorism against the citizens of the United States of America, And the Constitution of the United States with penalties and consequences to be delivered swiftly and decisively against any person in the act of representation of the citizens of the United States of America.
article 1.
Every employee of United States of America, elected, appointed, contracted, in any service of the United States of America, must be fully educated in the Constitution of the United States, the Bill of Rights, and the Declaration of independence, before any person can hold any position in any form of government, they must have a certified college degree in the Constitution of the United States, and in the declaration of independence, and in the Bill of Rights, and must be completed before any personnel can hold any position within the United States government, be it federal, state or local positions.

And person under indictment or suspicion of violating article 1 would immediately cease all employment and without pay or benefits until this degree is completed.

Any person found guilty under article 1 would forfeit all moneys, benefits, properties, acquired through the employment of the government, and would be required to pay back all monies
and gratuities received under the employment of any government position, federal state or local !
Article 3.
Any person who has not been a legal citizen for a minimum of 18 years is considered in eligible to vote in any election within the boundaries of the United States in any election federal state or local.

No government employee, elected or appointed ,shall receive any benefits greater than the benefits of military personnel.

No government employee, elected or appointed working in law enforcement at any level, will be permitted to hold that position without completing, the educational package of article 1, No member of the courts will be permitted to work within the court systems, without passing the educational package of article 1, including all Members of the Bar Association !!!

The citizens have the right to shut down any branch of government that is found to be in violation of the Constitution of the United States, the Bill of Rights, or the Declaration of Independence, for example like the Supreme Court, could be abolished by a constitutional court of the people.

Any government employee, elected or appointed in any position that represents the citizens of the United States of America, if that person should put the interest of a non citizen, or another country , before that of an American citizen or this nation, should lose all powers appointed to them, and should be removed from office immediately, and there should be a full investigation to consider their acts, as acts of treason against the American people !

Any government employee elected, appointed or contracted past or present retroactive from the beginning of this nation inception from 1776, who fails to cooperate in any government investigation, will Lose all Benefits , Any and all gratuities, paid to such persons who failed to cooperate in any and government investigation, must be repaid to the government, for failure to fully support the People's law, the Constitution of the United States of America !.

The citizens act would be a option before a citizens revolution.
There would be three versions to this law, it would be a local, state, and federal version of this law, when invoked the government in power at the time, surrenders all privileges and Powers are revoked, until the citizens can have an emergency election, and an investigation into criminal charges against any politicians or political parties being challenged.
Citizens act should be designed to protect and preserve the Constitution and the Bill of Rights of the United States.
Citizens act should be designed to supersede any political agenda, law , Bill, Treaty that the citizens want direct involvement in.
In the event that the citizens act must be initiated, the original Constitution and Bill of Rights to the United States of America will go into effect.
Here is an example of what the citizens act would be to use for, this is an example the citizens could write a contract that politician who wanted to run for office, must first sign ensuring their noncompliance to the Constitution, would ensure their immediate removal from office!

This contract would also be extended to political parties, and if the political party was found to be in contempt of the Constitution, that party would be disqualified from holding any political office in that community, if it was a national position they would be disqualified, from fielding any politicians into the citizens government.
Citizens act could also be used for, revoking laws, applying term limits, pay scale, retirement benefits, healthcare benefits, vacation benefits, legal privileges such as no law could be passed that exempt any politicians or political parties, for example the House of Representatives are allowed to do insider-trading in the stock market, citizens act could be invoked to stop that, we could also make the politicians and political parties financially, and criminally responsible for damages.
Hey politician you want me to vote for you, sign this and agree to comply !
What the people need to realize in United States of America, is that this is Our country, This is our Lives, and that we Have the Right to be in power, to have a better country these are the things that we need to do, if not the criminal organizations that are in power today will continue to erode away our rights, Liberties and freedoms.
Do you think that the politicians are going to write any laws or bills that restrict them from controlling you ! Hey politicians if you want me to vote for you sign this and agree to comply to it , If you want me to vote and support you, vote and support me !

As long as we keep letting the politicians police themselves, the only one who will be policed is us !.
The Constitution does not have any teeth in it, therefore the politicians do what they want at will, until we the people the owners of the United States of America stand up and force the issue, it will only get worse until it gets to the point where bullets start flying, it's your call sit back and make comments or get involved , Either way consequences to follow.

When the citizens invoke a petition of 535,000 signatures of confirmed legal citizens of the United States of America, then this will become a law ! This will have shown the politicians in Washington. Congressman, Senators, and the sitting president that they have been outvoted by the people A Hundred to One, and this is the will of the people not to be encroached upon not to be changed by any political party, or the Senate or the Congress, nor the president, OR ANY PERSON Appointed or Elected this is the will of the people and the People's LAW !.
And can be only Altered Or Amended by the People !!!

A add on Congressional Reform Act of 2017
1. No Tenure / No Pension. A Congressman / woman collects a salary while in office and receives no pay when they're out of office.
2. Congress (past, present, & future) participates in Social Security.
All funds in the Congressional retirement fund move to the Social Security system immediately. All future funds flow into the Social Security system, and Congress participates with the American people. It may not be used for any other purpose.
3. Congress can purchase their own retirement plan, just as all Americans do.
4. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.
5. Congress loses their current health care system and participates in the same health care system as the American people.
6. Congress must equally abide by all laws they impose on the American people.
7. All contracts with past and present Congressmen/women are void effective 7/1/17. The American people did not make this contract with Congressmen/women.
Congress made all these contracts for themselves. Serving in Congress is an honor, not a career. The Founding Fathers envisioned citizen legislators, so ours should serve their term(s), then go home and go back to work.
