We really need to understand the difference between mental illness and hate.
He was apparently prescribed anti-psychotic medication. “He, obviously, had been treated for quite some time by mental health care professionals… he had been prescribed medication.” — Bill Brown, Santa Barbara County Sheriff" source
We have two issues here. 1. the dynamics of mental illness itself, and
2. the side effects of certain medications and effects of withdrawal.
If a person has a psychotic disorder, their thinking process is impaired. They suffer from delusional thinking and often have a private logic that is unrelated to reality. Many times such disorders can be helped with the proper anti-psychotic medications--provided they are taken as prescribed. Problems arise when people start to "feel better" and decide they no longer need the medication. Then the trouble begins, because the person is not aware of the returning symptamatology.
Sometimes, the medications themselves can have adverse side effects which actually worsen the condition. source
