We’ve calculated some new statistics! Sen. David Vitter wrote the most bills in 2013. Rep. Pete Sessions got the most bills out of committee in the House. Rep. Barbara Lee was the most liberal representative. And our transparency heroes for 2013 were Rep. Darrell Issa and Rep. Elijah Cummings. These are some of the highlights of GovTrack’s new 2013 Report Cards posted for every senator and representative.

The report cards are a summary of each senator and representative’s legislative activity during the 2013 session of Congress (Jan 3-Dec 26, 2013) including metrics for:
- Number of Bills Introduced, Number of Cosponsors, and Number of Bills Cosponsored
- Number of Bills with Committee Support, Bills Out of Committee, and Bills Enacted
- Bipartisanship: % of Bills with Bi-partisan Cosponsors, % of Cosponsored Bills Crossing Party Lines
- Number of Bills with a Companion Bill in the Other Chambre
- Missed Votes
- Leadership, using our unique analysis methodology
- Number of Committee Leadership Positions
- Ideology (liberal-conservative score), using our unique analysis methodology
We also include one other special legislative rating:
- Support for Government Transparency, based on 20 non-partisan billswe identified that increase government transparency.
Each senator and representative is compared to other senators and representatives and to other the relevant groups of senators and representatives. For instance, Rep. Barbara Lee is compared to all representatives, all House Democrats, and the others in California’s delegation. New representatives like Rep. Matthew Cartwright are compared to other congressional freshmen and sophomores. These groups will help you make the most sensible comparisons between Members of Congress.
