We should Amend the US Constitution to provide for a method to obtain voter's petitions for federal referendum, initiative, and recall, to place federal matters up to a vote of the people, plus an opportunity to pass petitions demanding a public plebiscite "vote of confidence" with respect to any federal appointed official with a "no confidence" majority vote working to dishonorably dismiss the federal appointee from public office.

We the People also need to enjoy powers to adopt Congressional Township By-Laws and to elect a Congressional Township Constable who has the power to appoint and commission uniformed Deputies to enforce the Congressional Township By-Laws voted in by the people as citizen legislators, and also to appoint and commission undercover Special Agents, to enforce the United States Constitution against rogue public officials, investigate corruption and misconduct in government, detain illegal aliens and to repulse armed foreign invaders on American soil, and to also be vigilant to make arrests for Treason under Article III, Section 3 of the US Constitution.

The people meeting in Congressional Township Assemblies should also elect Congressional Township Federal Justices of the Peace, as Congressional Township By-Laws Judges and Federal Common Law Judges, to maintain order in the face of anarchy, and a Congressional Township Clerk of the Justice Court, and a Prosecutor General, to appear before the Congressional Township Justice of the Peace and also with full access to the US Grand Jury within his or her Federal District Court's territory to seek indictments against violators of the US Constitution, traitors and criminals in public office.

It would be wisdom for We The People to also elect delegates to higher Popular Assemblies to be conducted periodically in US Judicial District areas, Time Zones, and also a National Board of Trustees as our national civic fiduciaries, to possess powers to appoint and remove a Popular Secretary General as the popular executive, a Popular Master Inspector General to have oversight audit, and review powers over the Inspectors General of each Federal Agency or Department, a Popular Congressional Review Commission with Popular Inspectors General to ferret out waste, fraud, abuse, and cronyism within the US Congress, and also a Popular Federal Courts Review Commission with Popular Inspectors General, to conduct hearings and to assign "bad conduct" points to federal judges for their deportment and demeanor in public office, since the US Constitution grants federal judges a tenure in office only during their good behavior, and is silent on how to keep a record for point accumulation for suspension and revocation of a federal judicial commission, for failing to follow the case law decisions of higher courts, making up the law, failure to be a neutral jurist, denying justice to litigants, or judicial cronyism, in like manner as traffic courts award "points" against a driver's license and leading to the Popular Federal Courts Review Commission conducting hearings to award judicial "bad conduct points" leading to the suspension or revocation of as federal judges commission, in like manner as one's driver's license privileges is lost due to driver's errors and misconduct.
