The American people do not want Federal Agents to develop text books and curricula for our local schools! That kind of Federal thought control is simply not consistent with a free society. We are much better off if private publishing houses offer their wares and then local school boards make their own selection of textbooks and curricula from a wide selection without pressure to use federally written or federally approved materials.
The regulations provide for voluntary compliance at the local level. (and if) this is unsatisfactory for the filing of complaints about violations with the Department of Education. After investigation and other procedure requirements the Department is authorized to withdraw federal funds from a school system or other contractor in violation of the law.
The National Education of association which fought the Act and the regulation all the way began publishing hysterical attacks on the regulations as soon as they became final (November 12,1984). The NEA Newsletter proclaimed in oversized type “THE HATCH ACT COULD CHANGE THE WAY YOU TEACH FOREVER!”
The NEA position is that the schools should be able to teach whatever they want to the school children and the schools should not be accountable to the parents for anything. That’s what they call Academic Freedom!
As more and more parents read the book more and more parents questioned their children about what is going on in the classrooms. In many cases they found that their children had been subjected to violation of this law for years but the fact had been concealed from the parents who did not suspect that classroom time was devoted to psychological therapy instead of to traditional basics.
As over the country, armed with this book, parents are starting to assert their parents and pupil’s rights of the Pupils rights Amendments, this book gives them the tools because it provides the first hand experience of other parents all over the country. Parents are demanding only that the schools obey the law that requires them to obtain written parental consent before children are subjected to any of the material or activities covered by the Pupils Rights Amendment.
The primary burden is on the schools to obey the law and the parents can file a complaint if the schools disobey the law. These regulations should be distributed to all principals and teachers and published in the regulations hand book of all public schools and of any private schools which are recipients of public funds. A copy of the handbook should be in the library of each school for the information of all pupils and parents.
