In the fall of 1944 the plan for the New World Organization was worked out at Dumbarton Oaks in Washington DC. Two series of meetings were held. One was between representatives of China, United Kingdom and United States.
The second meeting was between USSR, UK and US, the second meeting being necessary because USSR was not then at war with Japan as the other countries were at war with Japan.
The meetings resulted in a plan for the New world Organization known as the “Dumbarton Oaks Proposal. The plan provided for a General Assembly in which all members of the new organization would be represented. A Security Council in which the Great Powers would have permanent representation, an Economic and Social Council and an International Court of Justice.
Agreement was not reached at Dumbarton Oaks in DC on voting procedures in the Security Council and the matter was discussed at the Yalta Conference between Roosevelt, Stalin and Churchill in February of 1945. By the formula decided on at this meeting, all the permanent members, China, USSR, UK and France, must be unanimously in favor before any decision of substance is to be taken.
The only exception to the rule is that if a permanent member does not vote on measures involving peaceful settlements in which that government is involved. At Yalta it was decided to call a conference for UN at San Francisco.
